Putting Corruption Out of Business / Sakker El Dekkene "LEBANON4SALE"

Fighting corruption can feel like a hopeless battle. But an NGO in Lebanon realized something: corruption is a business too. And if it's a business, it can be shut down.

The problem

In Lebanon, three out of four people had come to accept corruption as normal, and even the fourth person had given up trying to fight it. It was a country where bribes were needed to get almost anything done — corruption had become its own parallel economy. Sakker El Dekkene (meaning “close the shop”), an anti-corruption NGO founded in 2014, set out to collect reports of corruption and make them visible.

The insight

A business shuts down when it loses its customers. The winning move here was to stop treating corruption as some vague, abstract “evil” and instead frame it as an actual “shop.” By setting the scene in the corner stores woven into everyday Lebanese life, something abstract suddenly became something people could point to and touch.

The idea

They brought to life a fictional corner shop called “Lebanon4Sale” — the store that sells anything you want, no questions asked. Through guerrilla activations, PR stunts, outdoor ads, and video, they let the shop's presence seep into the streets, urging people: if you see corruption, report it, and let's close this shop for good. Reports were funneled into an easy-to-use website, building up real data on the scale of corruption in the country.

What happened

The campaign won Gold in the Media category at Cannes Lions 2015, and was shortlisted for the Grand Prix for Good and in Branded Content. It also picked up multiple Golds at Dubai Lynx 2015, and Leo Burnett Beirut was named Agency of the Year that year.

Afterthought

Just by reframing a “hopeless fight” as a “business you can shut down,” people were moved to act. I think that's the most fascinating thing about advertising — how a single shift in framing can actually move society.
