MUMBAI POLICE | THE PUNISHING SIGNAL | 2020

The City Where Honking Gets You Stuck Even Longer / MUMBAI POLICE "THE PUNISHING SIGNAL"

The more you honk, the longer the light stays red. Mumbai, one of the noisiest cities in the world, built a traffic signal that punishes honking itself.

The problem

Mumbai is one of the noisiest cities in the world, and much of that noise came from pointless honking at red lights. Noise doesn't just damage hearing — it was also known to raise heart rates and cause stress.

The insight

Mumbai residents took out their frustration at having to wait by honking. So instead of putting up warning posters, the team flipped the idea: why not turn the waiting itself into the punishment? CCO Rohit Mathew said, "Sometimes the stick works better than the carrot."

The idea

The mechanism was simple. Decibel meters were attached to traffic signals around the city, and whenever noise levels went above 85 decibels, the signal would reset, making people wait even longer. An electronic display showed the message: "The more you honk, the longer you wait." The trial began at major, heavily trafficked intersections like CSMT and Marine Drive.

What happened

When the police posted footage of this online, it spread instantly, got picked up by international media, and racked up 6.6 billion impressions. At the 2021 Cannes Lions, it won a total of seven medals, including a Gold in the Health & Wellness category.

Afterthought

An organization like the police — about as far from "creative" as you can imagine — pulled off some seriously sharp behavioral economics here. They didn't just create a penalty; they built a signal that reflects your own behavior straight back at you. That alone is enough to make even the angriest driver crack a smile and quiet down. The way they embedded such a simple physical rule into the city's infrastructure — that's the kind of thinking that gets me every time.
